No. People don’t try often enough to justify the expense. The VAST majority of IRS offices have NEVER been the target of an attempted bombing.
I don’t like the IRS, but blowing up offices won’t even slow them down.

Very few buildings only house the IRS. IN most cities they also house FBI and other Federal agencies.
Also in most cities they depend on the local police for bomb technicians.
